What Is the EmPower+ Program?
The NYSERDA EmPower+ Program is a New York State program that helps low-to moderate income households improve comfort, lower energy bills, and save energy by improving their home’s energy efficiency at no cost.
If you’re a customer of Con Edison, NYSEG, Central Hudson, National Grid or another utility participating in the NYSERDA EmPower+ Program, you may qualify for up to 100% coverage of insulation and heat pump upgrades.

The Empower+ program offers up to $10,000 in home comfort upgrades. In addition, you may be eligible for extra savings through the Home Electrification and Appliance Rebate (HEAR) program, which provides further incentives for:
Air sealing, insulation, and ventilation

Up to $8,000
Heat pump water heaters
Up to $1,750
Electrical service upgrades
Up to $4,000
Electrical wiring upgrades
Up to $2,500
NYS EmPower+ Eligibility
You may qualify if:
- You own or rent a home in New York State
- You receive service from a participating utility (such as National Grid, NYSEG, Central Hudson, and others)
- Your household meets the income eligibility requirements
For example, a household of two people earning $47,580 or less would qualify for 100% free home energy upgrades. If your income is slightly higher, you could still qualify for partial cost coverage of your home improvements. See the full list of income and eligibility guidelines below.
